	Michael Dugan	United States	President of the United States of America during the Third Great War.
	Ben Carville	United States SPOILER Foehn Revolt	General of the United States that was supposed to retire, later act as major leader of the American resisters. SPOILER After failing to hold on, he withdrew to the Point Hope fortress, and then joined the Revolt along with the local American survivors.
	Tanya Adams	United States SPOILER Foehn Revolt	A U.S. special operations agent, equipped with a prototype laser rifle. SPOILER After the Allies were defeated in Antarctica, she joined the Revolt along with other Allied survivors.
	Siegfried	European Alliance	Protegé to Albert Einstein, brilliant scientist and CEO of SteinsTech Labs, responsible for many of the Euro Alliances technological feats, including the more modern Chronosphere.
	Norio Tomokawa	Pacific Front	Former Tokyo police officer, now a member of the Pacific Front Rocketeer Division. Holds a strong sense of right and wrong.
	Soviet General	Russia	A Russian general, the player character for the Soviet Act One and Act Two missions.
	Alexander Romanov	Russia	Premier of Russia and de facto leader of the Soviet Union.
	Boris	Russia	Hero of the Soviet Union, a Russian special forces operative. Led the charge into New York City at the beginning of Third Great War.
	Volkov & Chitzkoi	Russia	Former Heroes of the Soviet Union. Left abandoned and disused in Eastern Europe after the Second Great War and reacquired and reactivated by Russia prior to the Third Great War.

	José Arcadio Morales	Latin Confederation	Former Cuban death squad commando and the deadliest assassin of the Latin Confederation.
	Xiurong Wu	China	A Chinese general who leads Chinese army to invade Far East of Russia and defend Shanghai in later time.
	Yunru	China Foehn Revolt	Chinese prodigy. Previously singularly responsible for most of China's military technological advancements that allow them to remain competitive with the Allies and other Soviet members. However, she always shows signs of mental degradation due to being forced to remain in service in the Chinese army and later she defected as the Architect of the Revolt.
	PsiCorps Proselyte	PsiCorps Epsilon Headquarters	An Epsilon second-in-hand field commander, the player character for the Epsilon Act One and Act Two missions.
	Yuri	PsiCorps	Founder and leader of Epsilon Army and its primary wing PsiCorps. A powerful and dangerous man with great ambitions.
Libra (middle) and her clones	Libra	PsiCorps	One of PsiCorps' most powerful psychics, perhaps rivaling Yuri himself. Her great power can turn entire armies into dust, but her power makes her highly unstable as she suffers from violent mood swings.
	Rahn	Epsilon Headquarters	The ultimate result of Epsilon super soldier research. Highly intelligent being with a 'survival of the fittest' mindset.
	Rashidi	Scorpion Cell SPOILER Scorpion Cell (broke apart from Epsilon) Foehn Revolt	Leader of Scorpion Cell, a North African terrorist/freedom fighter. SPOILER He led the Scorpion Cell defected to the Foehn during the Mental Omega War.
	Malver	Scorpion Cell SPOILER Scorpion Cell (broke apart from Epsilon)	Top assassin of Scorpion Cell and close friend of Rashidi. A unique psychic that solely learned and trained his psionic powers in isolation over many years. SPOILER He is defected from Epsilon alongside with Rashidi later.
Old Mainframe of VOLKNET in the Revolt's home base, Kashmir	VOLKNET	Foehn Revolt	An experimental artificial intelligence and the player character for the Foehn campaign.
	The Council	Foehn Revolt	Leader group of the Foehn Revolt, formed by several generals from China, as well as their Architect, Yunru.
